New Incinerator Bottom Ash Processing Plant, Johnsons Lane, Liverpool.
My Client Ballast Phoenix Limited (BPL) is the leading UK producer of Incinerator Bottom Ash Aggregate (IBAA). IBAA is a heterogeneous material containing glass, brick, stone, concrete, ceramics and fused clinker. IBAA is processed IBA, utilising bottom ash from the thermal treatment of Municipal Solid Waste, and is accepted as a replacement for the majority of primary aggregates by both United Kingdom and European standards. BPL operate processing plants throughout England.
I have been working as one of BPL’s Project Managers since 2012 on a number of projects ranging from extensions to existing processing plants to new purpose built facilities.
The Johnsons Lane IBA Processing Plant was a new build on a former Local Authority site and consisted of the construction of a 200,000 tonnes processing capacity plant with associated civil works.
I was appointed as Clients’ project manager for the design, tender and construction phases of the civil engineering works. The Process Building was delivered as a turn key project that included the process equipment.
The Civils works included site preparation, excavations, construction of hard standing (Roller Compacted Concrete, approx. 30,000m2), footpaths, drainage installation, lagoon construction, construction of ramp to the process plant, office & weighbridges, fencing, site lighting and service ducts.
The project was complicated by a change to the pavement design while the contractor was on site and having two Principal Contractors working on the same overall site.
Services Provided
- Managed the design process to ensure timescales were met, this included: organising, chairing and recording actions from design team meetings, (the design team consisted of Planning and Environmental Consultant, Civil Engineers, Structural Engineers, Mechanical and Electrical Engineers and Process Engineer). Chased outstanding actions to ensure all activities are completed.
- Managed the construction tender process including: Selection of Contractors for Tender, Assistance with and review of tender packs, Tender issue, Review of returned Tenders, Negotiation with Construction Contractors,
- Managed the construction works on site to ensure they were progressing to contract price and programme, including: site visits to check progress, authorised additional works, authorised the removal of works, managed the interface between the design team and contractor.
- Acted as Project Manager under the Engineering and Construction Contract 3. This included monitoring progress, approving programmes, issuing Project Managers Instructions, assessing Compensation Events, maintaining the Risk Register, assessing Amounts Due for Payment.
